2BSvs: biomass biofuel, sustainability voluntary scheme
French economic operators involved in grain production and biofuel supply chain joined in a Consortium to develop 2BS voluntary scheme, aimed to demonstrate though independent audit, compliance of sustainability criteria set by the European Directive 2009/28/EC. This will allow sustainability claims, with respect to the Directive, for biomass used as raw material and biofuels processed from that biomass.
The voluntary scheme defines requirements on several criteria to be verified:
1. A reduction of greenhouse gas emissions (GHG) from the use of sustainable biofuels compared to the use of conventional fuel. 60% in 2018. If the biofuel producer can justify its activity prior to January 23rd of 2008, this only applies starting April 1st of 2013 (“grandfathering clause”). In all other cases, or starting 2012 harvest, GHG value form cultivation stage is, when existing, default value form the Directive (or a regional value officially approved) of the considered crop.
2. Biomass shall not come from lands with high biodiversity values (primary forests, protected areas and ecosystems, highly biodiverse grassland) or land with high carbon stock (forested land, wetlands, peatland). Member states shall define areas to be excluded, or submitted to conditions, on behalf of biodiversity.
3. Biomass shall respect Good Agricultural and Environmental Conditions and Environmental Part of the Common Agricultural Policy.
4. Implementing a mass balance system for each logistical site.
5. Implementing a control system for each economic operator (documented procedures)
